Rinse the Basmati rice under cold water until the water runs clear. Drain and set aside.
In a medium saucepan, heat olive oil over medium heat. Add the chopped onion and garlic, sauté until soft and translucent.
Add the cumin seeds and turmeric powder, stir for about a minute until fragrant.
Add the rinsed Basmati rice to the saucepan and stir to coat the rice with the spices.
Pour in the water and season with salt. Bring to a boil, then reduce the heat to low, cover, and simmer for 15-20 minutes, or until the rice is tender and the liquid is absorbed.
Fluff the rice with a fork, garnish with fresh cilantro leaves, and serve hot.
