Rinse the rice thoroughly under cold water.
In a large pot, combine the rice, water or chicken broth, ginger, and garlic.
Bring the mixture to a boil over medium-high heat, then reduce the heat to low and simmer, partially covered, for 1 to 1.5 hours, stirring occasionally, until the congee reaches your desired consistency.
Stir in the soy sauce and salt to taste.
Serve hot with your choice of toppings.
