Pour in the chicken broth and water, then add the diced potatoes, red pepper flakes, salt, and black pepper. Bring to a simmer and cook until potatoes are tender, about 15-20 minutes.
Stir in the chopped kale and heavy cream, simmering for an additional 5 minutes.
